GUAMRL Rules

The winners will be determined by the highest accumulated scores at the end of each 3-week long INNING and the end of the season between three concurrent competitions as follows:

  1. A Season where offensive points are scored by a team drafted on the Sunday before the start of the Major League Baseball (MLB) season. The SEASON will be divided into 3-week long INNINGS of separate competiton.
  2. An All-Star competition where the ALL-STAR roster is submitted at the annual draft and accumulates offensive and pitching points for the owner for the season.
  3. A Team / MVP competition determined by a separate draft on the Sunday before the start of the MLB season where each owner drafts a team or most valuable player and is awarded points according to their finishes in the standings or total offensive points.

Additional GUAMRL Competitions Include:

1. Season

1.1. Roster

Each franchise maintains a ROSTER of fifteen (15) players, other than pitchers, from etther MLB league. Each owner shall maintain players by position as follows:

  • Outfielders: 5
  • Third Basemen: 2
  • Shortstops: 2
  • Second Basemen: 2
  • First Basemen: 2
  • Catchers: 2

Players occupying a roster position must have played at that position more games than any other position in the previous year according to the current issue of THE SPORTING NEWS FANTASY BASEBALL OWNERS MANUAL (BIBLE). Players with no MLB games played in the previous year can be nominated for a position which must be agreed upon by a majority of the owners present at the draft. ROSTER players are eligible for a LINE - UP position as they are listed in the current year BIBLE and a supplemental list provided by the Commissioner organized by position showing those players who qualify for the other positions by virtue of playing 10 or more games in those positions the previous year. There will be no change in position eligibility during the season (hereafter referred to as the BILSTEIN RULE).

1.2. Line-Up

Thirteen (13) players are chosen from the ROSTER by each owner for an INNING. The starting LINE - UP must be eligible for and consist of:

  • Outfielders: 4
  • Middle Infielders (Second Basemen and Shortstops): 3
  • Corner Infielders (First Basemen and Third Basemen): 3
  • Catchers: 2
  • Designated Hitter (from any position): 1

1.3. Main Draft

On the Sunday prior to the start of the MLB season, owners shall draft players decided by reverse order of finish the previous year in the SEASON competition. New owners shall conduct a coin flip for the vacated positions from the previous year. Expansion frachise owners shall draft last and conduct a coin flip for order of draft. Drafting shall proced as follows: 1,2,3,4...4,3,2,1,1,2,3,4...4,3,2,1 etc. Drafting shall fill the ROSTER requirements, but need not proceed in any position order.

1.4. Tri-Weekly Re-Draft

The league owners will meet on the Wednesday evening following an INNING to confirm results, establish standings, award winnings, kibitz and RE - DRAFT. Each owner may drop any player(s) while maintaining the ROSTER requirements. Players to be dropped must be declared before each round of the RE - DRAFT in reverse order of the current SEASON standings. The RE - DRAFT also proceedsin the reverse order of the current SEASON standings. The franchise with the fewest cumulative SEASON points shall drop and draft first with the order as follows: 10,9,8,7...10,9,8,7, etc. LINE - UPS are submitted immediately after the TRI-WEEKLY RE - DRAFT. AN owner failing to submit a revised LINE - UP by 10:00 P.M. on the Wednesday of the TRI-WEEKLY RE - DRAFT is assumed to be using the same LINE - UP as the previous INNING. An owner can re-draft by written, sealed proxy if a dire emergency precludes his attendance at the TRI-WEEKLY RE - DRAFT.

1.5. Disabled List

The GUAMRL DISABLED LIST (GDL) is intended to allow franchises an opportunity to protect one injured player. The problem has been that some franchises who are hit with multiple injuries must drop key players who become injured to remain competitive.

1.5.1. How it Works

Each franchise will have a GDL roster spot and only one player is eligible to be on the GDL at a time. In any round, franchises have the option to drop a player from their roster or place a player on their GDL. To be eligible for the GDL, a player must be listed in the most current MLB Disabled List or be recognized as on the disabled list by a majority of owners present at the re-draft meeting. During the addition round, a franchise can draft a same-position player and place him on the active roster.

1.5.2. Rules

  1. Prior to any re-drafting, the current MLB Disabled List will be reviewed for ineligible disabled list players ( GDL players who are no longer on the MLB Disabled List). Each franchise who has an ineligible GDL player must (1) drop the ineligible GDL player from their roster or (2) activate the ineligible GDL player and drop the player, or his successor, previously drafted to replace the player on the GDL
  2. If a franchise wants to put a different player on his GDL, he must first drop or activate his current GDL player in the same round prior to any re-drafting.

1.6. Cumulative Points

Team Points in each INNING are accumulated for its owner. The owner with the highest number of points in an INNING is declared the winner of the INNING. In the case of a tie in accumulated points at the time of the TRI-WEEKLT RE - DRAFT, the franchise with the fewer cumulative SEASON points after the previous INNING gets the higher RE DRAFT pick. In the event of an unresolvable tie , a coin flip will decide the order of RE - DRAFT pick.

1.7. Statistics

The weekly team roster statistic summaries in USA Today on Tuesday are official. Points are accumulated as follows:

  • Runs = 1 Point each
  • Hits = 1 Point each
  • Home Runs = 1 Point each
  • RBIs = 1 Point each
  • Stolen Bases = 1 Point each

Add the point totals for the highest scoring players on each line-up as follows:

  • 3 Outfielders
  • 2 Corner Infielders
  • 2 Middle Infielders
  • 1 Catcher
  • The Designated Hitter

Official STATISTICS will be compiled and provided by the Commissioner. If no errors or corrections are noted, the STATISTICS of the Commissioner become official.

1.8. Fees

1.8.1. Inning Entry Fees

$15.00 per franchise for each inning to be divided after each inning as follows:

  • 1st Place - $60
  • 2nd Place - $45
  • 3rd Place - $30
  • 4th Place - $15

$15.00 added to the SEASON pot. A $5.00 fine is assessed if INNING ENTRY FEES are not paid by the Sunday following the TRI-WEEKLY RE - DRAFT meeting (The Mason Rule).

1.8.2. Season Entry Fees

$15.00 per franchise at the MAIN DRAFT. There is also an administrative fee of $6.00 due at the MAIN DRAFT which is used for copying costs and postage for the newsletter throughout the year. The total pot, including INNING and SEASON ENTRY FEES, fines and any other extra funds in the treasury, is distributed at the end of the regular season to the SEASON standings as folows:

  • 1st Place - 50%
  • 2nd Place - 25%
  • 3rd Place - 15%
  • 4th Place - 10%

2. All-Star

2.1. Roster

Each franchise shall submit at the MAIN DRAFT an ALL-STAR ROSTER consisting of:

  • 3 Outfielders
  • 1 Shortstop
  • 1 Third Baseman
  • 1 Second Baseman
  • 1 First Baseman
  • 1 Catcher
  • 5 Starting Pitchers
  • 3 Relief Pitchers (Closers)

Any owner can pick from all the players from both leagues of MLB. A playrer can be on more than one team or on all teams. There are no substitutes or changes allowed during the year. Position designation is established by the primary position of each player in the current BIBLE.

2.2. Statistics

Points are accumulated for position players in the same manner as in the SEASON competition. Points are accumulated for pitchers as follows:

  • 1 Point - Each Game Appearance
  • 1 Point - Each Whole Inning Pitched
  • 1 Point - Each Strikeout
  • 3 points - Each Win
  • 7 Points - Each Save

Official STATISTICS will be compiled by the Commissioner and can be confirmed or challenged by any other owner.

2.3. All-Star Points

No ALL-STAR POINTS are attributable to any INNING. ALL-STAR POINTS are totaled at the end of the MLB regular season. The winner is determined by the highest cumulative point total for all All-Star roster members.

2.4. All-Star Entry Fees

$10.00 per franchise at the MAIN DRAFT for All-Star competition to be divided after the World Series as follows:

  • 1st Place - 50%
  • 2nd Place - 25%
  • 3rd Place - 15%
  • 4th Place - 10%

In the event of a tie, tied franchises will pool the placement winnings and divide them evenly. A coin flip will decide draft order for the subsequent year.

3. Team / MVP

3.1. Main Draft

Prior to the SEASON MAIN DRAFT, each franchise shall draft a combination of MLB teams (TEAM) and high point scorers (MVP). Drafting order shall be in reverse order of TEAM / MVP finish the previous year as folows: 1,2,3,4....4,3,2,1,1,2,3,4...4,3,2,1. The draft shall last four (4) rounds. All 30 MLB teams will be drafted. Any owner, at any time in the draft sequence, can choose to pick the highest offensive point scorer (MVP) until each owner has one (1) MVP. No MVP or TEAM can be chosen more than once.

3.2. Team / MVP Points

MVP ranking applies to the order among those fourteen players drafted and not to the fourteen top point scorers in MLB.

The winner of the Team/MVP competition shall be determined by the highest total of points achieved by combining team points with MVP points at the end of the World Series.

3.3. Team / MVP Entry Fees

$10.00 per franchise at the MAIN DRAFT for Team/MVP competition to be divided after the World Series as follows:

  • 1st Place - 50%
  • 2nd Place - 25%
  • 3rd Place - 15%
  • 4th Place - 10%

In the event of a tie, tied franchises will pool the placement winnings and divide them evenly. A coin flip will decide draft order for the subsequent year.

4. All-Star Game

There is an All-Star Game competition where points are accumulated for position players by the usual method for the All-Star Game participants of each owner as they appear on his ROSTER. The entry fee is $1.00 per owner. All-Star Game participants who are on no owner's ROSTER can be purchased by auction at 10 cent intervals until he records an action in the game. The entire pot of the All-Star Game competition goes to the owner who accumulates the most points in the All-Star Game.

5. Post-Season

5.1. Roster

The POST-SEASON ROSTER is drafted by each owner at the RE-DRAFT meeting following the 8th INNING. The order of draft is in reverse order of the SEASON standings after the 8th INNING. The order is 10,9,8,7...10,9,8,7, until all owners have a ROSTER of ten (10) players. The players are drafted without regard to position. The entire pitching staff of any team can be drafted as one player for the purpose of counting their batting statistics in the usual manner.

5.2. Points

Points are accumulated for all the players on each owner's ROSTER in the usual manner for position players throughout the post-season as long as the player's team continues. The total points for all ten (10) players on the owner's ROSTER are added up at the end of the World Series and the owner with the most total points is the winner.

5.3. Entry Fees

$10.00 per franchise to be divided as follows:

  • 1st Place - 50%
  • 2nd Place - 25%
  • 3rd Place - 15%
  • 4th Place - 10%

The rules for other competitions that take place at the TRI-WEEKLY RE-DRAFT meetings follow:

6. Team Challenge

The intent of the TEAM CHALLENGE is to provide additional opportunityto socialize and have some fun.

6.1. Rules

  1. After each re-draft, two teams will be formed based on the previous inning standings. Team 1 will consist of the franchises that finished 1st, 4th, 5th, 8th, 9th, and 11th. Team 2 will consist of the franchises that finished 2nd, 3rd, 6th, 7th, 10th and 11th.
  2. The two teams will meet and confer and select 8 players from their franchises rosters for the new inning. At least one player shall be selected from each franchise roster and no more than two can be selected from any one roster.
  3. The players will be selected according to position: 1 catcher, 2 corner infielders (1B and 3B), 2 middle infielders (2B and SS) and 3 outfielders. For players who qualify for multiple positions, positions will be based on primary position only.
  4. Team captains ( first and second place finishers in the previous inning) will be responsible for final decisions; however, selection should be by consensus.
  5. All franchises participate whether they are present or not.
  6. A team may file a protest the following week for a breach of the rules by the other team. If it is determined that a rules violation occurred, the player who was used inappropriately will be disqualified and his score dropped from the total.
  7. Each TEAM CHALLENGE game lasts for one inning duration after which the points for each team are tallied and a winner determined.

6.2. Entry Fees and Winings

Each franchise contributes $3 per game, with the exception of the 11th place finisher the previous inning. Each winning franchise receives $5, including the 11th place finisher the previous inning.

7. Poker Hand

The poker hand is intended to provide additional excitement into the re-draft, increase participation in the re-drafts and to afford some franchises an opportunity to win some money when all seems hopeless.

7.1. How it Works

Each franchise antes $1.00 to draft during the first and/or second rounds, $1.00 to draft during the third and/or fourth rounds and nothing to draft during subsequent rounds.

After the re-draft is finished, the meeting host deals one hand of poker - all cards are face-up. The meeting host selects the game. The best hand wins the pot. No additional betting allowed.

Only those franchises present at the re-draft meeting can participate. Suggested game: Baseball - five cards, threes and nines are wild and fours get another card.
